This is an Outrage [Rei | NK, NM]

Looking over the devastated village from one of the remaining standing buildings of his once great village. Sighing as he thought back to the beast who just invaded the village and crushed everything before running off at the sign of a real fight. While he couldn't stand thinking they were still on the loose Akio would feel disgusted at the fact that he had let them get out from under him. Although he couldn't stay on that topic for now, he had some plans on his mind as he jumped down from the building and landed in the streets.

Below the streets were very quite and empty compared to what they use to be. While not a large part of the village died compared to what was left it was obvious the body count was larger than most would like to admit. On the other hand most survivors were either injured or didn't want to go out since the attack. Their fear accounting for a good bit of the villages inactivity since the Tailed Beast assaulted Kiri. Continuing through the village Akio would move with the look of someone with a goal in mind, which Akio did indeed have. While he was sure Rei was busy due to his new position within the village and the Bijuu in mind Akio knew he was probably not thinking of anything else, but the boy wouldn't let that keep him from voicing his thoughts.

Making his way to the official building housing which housed the Kage Akio would quickly enter as he saw a woman sitting behind a desk in what was the sort of lobby room in the front. "I demand an audience with Rei. We have some business to talk about." Akio would say in a confident tone as he awaited her to reply to him, expecting no less than acceptance of his demands.

Akio would look a bit threatening to most as he was in his full set of armor and his identity was hidden by his red kasa and the mask covering his mouth and nose. Along with that he seemed to hold a sense of anger about him as he would stand there with his arms crossed, on top of that he stared behind the desk toward where the other rooms and presumably where Rei was currently. Rei might have been busy, but Akio wouldn't see it that way. Honestly he wouldn't even think anything of the such, he was just expecting his own gains, gains which he didn't even share with anyone not even Rei. A fact that would probably explain why his promotion was not thought of and why he was angry. On top of that he was angry about it as if Rei was obligated to do so even though he fully had the right to run the village as he saw fit, well as long as it didn't put any of the shinobi or citizen's of the village in any danger that wasn't necessary.

Paperwork

Rei had been sitting in the makeshift kage office, a thick oak desk freshly cut and polished before him in a relaxed chair. Mountains of paperwork were piled before him and he was scanning each and every piece thoroughly before applying his signature. This was a delicate time for the village and surely some would try to take advantage of the confusion and chaos, as well as Rei's own new experience to leading a village. beside his chair, was another pile of papers, this pile were questionable documents he would further need to review with those involved to learn to truth of the matter. Just as Rei finished one of the many piles, he heard a commotion in the next room where his newly appointed secretary was. He recognized the other voice as well, though it was somewhat muffled through the door. What is this boy into now... he said to himself more than asking himself. He needed a break anyways and seeing as one of his students was in the lobby, now was as good a time as any.

He set his pen down and stood up. he stretched and yawns, realizing that he was somewhat hungry, having been busy reading and writing, he had forgotten to eat. He would need to remind his new secretary that one of her jobs was also to feed him: a convenient method of eating for the pragmatic male. He walked from around his desk and across the room as he opened the door to look through it. His secretary was flustered, the woman was trying to tell Akio that he wasn't allowed to enter without permission or a scheduled appointment. These rules had been put in place because of the sheer volume of meetings and requests Rei had been assailed with upon assuming the mantle of Mizukage. He leaned against the door frame, one arm high and the other idle at his side. What can I do for you Akio? he asked the boy, getting straight to the point.

Seeing as the Mizukage would handle the unruly boy personally, the secretary sat back down and picked up a book she had been reading. That was when Rei addressed her. Fon, go make me a sandwich. Ive been working so hard I skipped right through lunch. he said in a calm and controlled manner: the woman visibly flinched as she realized she had forgotten the Mizukage's lunch. She sat the book down and bowed as she apologized and headed for the door. Now with the secretary gone, Rei moved away from the doorway and motioned for Akio to follow him into the office.

Calming down a bit as Rei would walk out to retrieve him Akio would nod as the man motioned for him to follow him into the office Rei had emerged from moments ago. His eyes would narrow in suspicion as he cautiously entered the office. Standing there in the office Akio would turn to face the one known as Mizukage. "I'm here to request a promotion to Jounin. You and I both know it would be in our and the village's best interest." Deciding to go with a reasonable and calm approach now instead of demanding things like he planned in the first place Akio would take a seat at one of the chairs in front of the desk that was most likely for Rei to work at. "Plus with your promotion and Sanosuke dead we both know the village is hurting for leadership and skilled shinobi. With all of that I believe I am the most capable person to be given the title. I was the only one to challenge you in the tournament and after that helped defend the village when only one other shinobi dared to stand beside you."

Although he remained calm on the surface Akio was expecting the get the promotion and wouldn't stand for any other end to this discussion than him getting the promotion. He however did believe that he was deserving of such things and saw no other person who could fill the position like Akio could. On top of that with Rei gone someone would have to step up to the plate and take command of the squad seeing as being Mizukage and leading a squad would be very stressful and would probably be a bit too stressful. "If you don't feel the same way I ask you to reconsider and at least give me a chance, perhaps a challenge to see if I am worthy of such a promotion." With his last sentence spoken Akio would smile beneath his mask as the kasa on his head would hang low enough to conceal the glare that Akio was casting upon Rei.

Rei would sit down as his student sat in a preferred seat. Rei sat at his desk across from Akio and regarded the boy as he spoke. Akio was asking for a promotion to Jounin, straight from Chuunin. While Akio had procured such an interesting armor that Rei wsn't sure where from- the boy was desiring to skip a step in the shinobi world's promotions. Frankly, Rei wasn't impressed with Akio's accomplishments. His track record in missions in the village were nowhere near those of others comparable to Jounin and to his knowledge as the boy's sensei, Akio didn't have much jutsu in the means of combat. He leaned forward on the desk and clasped both hands together under his chin as he looked at Akio seriously. He knew Akio would likely argue with him for a while, but Rei was unbending on his resolve. You make some valid concerns Akio, you will make a good Jounin one day. Of course Rei had already considered these facts, but it was good to know that one of his students had also considered this.

A Jounin promotion is a large step up from a Special Jounin, which you are not even. You are a Chuunin who has not progressed much at all since your time as a Genin. I have to say no to your request of promotion. Show me some work in the village and personal progress and we'll talk more about promoting you to a Special Jounin. Akio wanted to prove himself, but Rei had gotten a feel of the boy's potetial during the tournament, even though it had been only a brief interaction of combat. Rei hadn't known it was his student and considered his opponent as someone worth his skills. You have potential Akio, but I won't make exceptions to the village's promotions. You are not the only shinobi in the village to request a promotion of me. I have made no exceptions and I will not start now. As a Chuunin, you are eligible for leading my previous team as team captain. You can take command of my other students but you will be responsible for them. You want a chance? Take charge of your other peers and show me you can be a leader. A Jounin's position isn't just about power. It's also about having a calm and level mind with the ability to lead others. He paused for a moment. Right after my coronation as Mizukage, you rushed up to me and suggested a fool-hearty retaliation to the retreating Bijuu and their master while disrespecting me in front of others. Those aren't qualities of a Jounin of Kirigakure. he said in a sense of finality and leaned back in his chair.

His secretary entered right then, a plate stacked high with sandwiches and two mugs of coffee for Rei and Akio to enjoy during their discussion. Rei thanked the secretary and then dismissed her before she could become susceptible to Akio's possible words or actions.
