Visual Description: A small, rod-like structure with a wooden core and a surface comprised of small, square tiles of alternating black and white. The squares contain sealing formulas which allow for objects, primarily puppets to be stored within them. Eight inches long and about three inches thick, the device has space for ten puppets.
Ability:

Chess Set: For a D rank's worth of chakra, the device can be "unlocked" by use of the owner's chakra threads, allowing her to pull puppets out of the device freely or, should she chose, replace them into the safety of the scroll. Once this cost is paid, it need not be repaid unless the device is "re-locked."

Like a certain affinity for puppetry? Or do you mean the sealing thing should be listed as an ability?

No I mean like, in order to have weapons or items perform abnormalities such as pulling puppets out of it, one would need to purchase an ability. Please see the weapons and items system in systems. I'd say this easily classifies as a minor ability and won't cost you too much considering the low rank.
