A declaration to the people of Konohagkure no Sato! [Event]

A man who represented the council of Konoha, the Ninjutsu specialist of the group, as each had a skill in which they were most excellent in. He was an elderly fella, even for what one would be expecting of a council member. He had long white hair coming from his head, chin, and face and his eyes that were once a greenish blue had started to fade to an odd grey. His pale skin showed every wrinkle, battle scar, and frown line on his face, but what you would not have known had you not been familiar with him already is that several of those marks of age were suddenly nowhere to be seen!  He was brought to life by this notion of reason for an early retirement! Standing in front of a large, out door arena usually used to test weaker shinobi like a Genin training to become a Chuunin, the man, who was dressed in his finest robes, blew on his horn as if he suddenly had the lungs of a man far younger than himself.

"Attention, Shinobi of Konohagakure no Sato! I have a declaration form the council!" he shouted with that same umph from before, somehow feeling like he was nowhere near running out. Being a Ninjutsu user so specifically had meant that his body grew tired more quickly in his old age than the Bukijutsu or Taijutsu users who kept their bodies in shape. He began to read the message gleefully, "Those of you who feel that you have the skills to be the Hokage, the one true leader of all Shinobi warriors who preside legally in the Land of Flames, come forward now! You will have the next twenty four hours to gather in this arena! All ranks are eligible to fight! Prove who among you has the greatest abilities! This has been a message from the council, as signified by the presence of me, Virgil Senju, the Ninjutsu master!" Tears ran down his face as he waited for the next champion to make his claim.
